If you accept a car is still a car whether or not you drive it, then if Moodle facilitates "interactive information sharing, interoperability, user-centered design, and collaboration on the World Wide Web", it is Web 2.0 by definition. A better poll would be "Do you think most facilitators use Moodle effectively or to its maximum potential?" I’d have to disagree with those that think a 3rd choice is needed. Really, it comes down to what you do with it. If, as an instructor, you mostly use it as a document repository and assignment submission tool, then it isn't Web 2.0. If, on the other hand, you open it up, make use of the forums, the blogs, the choice polls (like this one), and give students ways of bringing content back to the rest of the class, then yes, it is.
