The original question:
When Moodle 2.0 comes out in July 2010, the database on the server that has the current Moodle setup for students, will that have to be deleted and reinstalled with Moodle 2.0 in order to upgrade? Or is there a seamless method to upgrading when Moodle 2.0 goes mainstream?

Moodle always seamlessly upgrades from one version to the next. See Upgrading in the docs.
Conclusion:
Even when hosting from a cpanel? Wow, Moodle is the best.
